That's because a) Mattie didn't do anything, b) Matt doesn't even HAVE nukes, c) Al has frankly had it coming since August 1945 (not that that's okay but neither was Hiroshima.)
Oh and actually, if you think about it, Matt has a way smaller population, concentrated on a way smaller area, so even if the attacks where as bad for both brothers, Matt would still get hurt worse.
