Also, I'm sure you know this because you linked the Wiki article, but you kind of made it sound like Indonesia, Malaysia, East Timor and Singapore were part of the Forum too. They're not, probably because they're closer to the Indian Ocean than the Pacific, so it's less that Aus has jurisdiction over them and more that they're just his really noisy neighbours/friend-ally-things, as far as I know.
