Well, luck, good genes (in some families there's not a single case of cancer, other's have those cases a lot and it doesn't matter where they live), staying healthy (so your body has the energy to repair the damage) and some people just die before the cancer develops. Well, dying from too much short time radiation is not a nice way to die either.
Freistaat is just an old world for Republic, but we are already called Freistaat, we are just not our own country. It's kind of funny that the stereotype for Germany is, more often than not, still wearing Lederhosen or Dirndl. Even more funny that those things exist, just not with people who call themselves german 8D
