Perú and Bolivia are countries with similar history, we had a mancommunity in the past and a secret treaty of mutual protect that lead us to the war of the Pacific with Chile oTL Well, Bolivia and Chile started the war, then Perú came for helping Bolivia but the country retreated (...) and so we had to fight alone xDu The chilean army took our capital, Lima, and went very far, till Cajamarca that is in the north of our country. War ended and so, Bolivia lost access to the ocean and Perú lost forever Tarapacá and the territories of Arica and Tacna for 10 years, then we should have a plesbicite in both cities, asking which country they prefered, but this didn't happen and 50 years after the war, Tacna comes back for us and Arica remains as part of Chile forever.
This was somehow crucial for actual relationships. Bolivia is always demanding access for the sea, but Perú and Chile don't agree in how to make that possible. Then, some of the peruvian citizens hate the chilean people and same with chileans, though most of them have forgotten this and hate argentinians instead.
In the fandom created by latin american fans, Perú and Bolivia are brothers, being Perú the oldest. He loooooves his little Bolivia and thinks he's very innocent and lovely, though actual presidents don't agree in political issues (Bolivia has a socialist president while ours is anything but human /hates him comes from a revolutionary party, but now that has the power again he doesn't remember that). Also, Perú was the favourite by Spain in the colony times yes, we were mama Antonio little angels :D and is like, the best cheff in the place I don't go to gourmet restaurants, I go to my grandma's home, he's friendly, pacific and doesn't have a good relationship with Chile. Finally, he's self esteem isn't very big I understand him, our country and government is mad inside but supports his beloved ones with all his might <3
Bolivia isn't as sweet and lovely as Perú , Paraguay and I thinks. He's very prideful, a bit envious and clever, so he uses the situations in his favor. He doesn't relies in most of the people and because he has a strong character, he's a bit inestable and makes drastic decisions that sometimes make him look bad for the public, as a little monster (except for Perú and Paraguay and I, his love for him can't see his evil aura). He's in bad terms with Chile because of the sea's access.
For Chile, he's always swearing, he's rude, prideful, but inside of him, he cares and loves his neighbors, even if they fight with him 24/7 (as they do too, insiiiiide, insiiiide of them or with alcohol in hand. Except for the Pisco, he starts battling with Perú about who was the creator of it. And it was Perú >( /starts being peruvian).
