I think the safest rule of thumb where Russia (and the one that my America always follows even in fics where they're together) is concerned is that Russia...is ALWAYS up to something. It might not be nasty, or dangerous, or EVIL but still ALWAYS up to something. It just makes life with him a lot easier to deal with. ;-)
