I think it's something built in with the eyebrows. Everyone else with them seems to have the tsun as well.

He probably struggles to find anything to compliment. Or rather, something he likes that he can admit to liking.

I play Hong Kong as well and he's sort of ended up quietly tsun for a couple of people. Not everyone, but Japan, definitely.
